I was not allowed to enter the fence. I did not see any signs, permits, ID numbers or contact information other than the signs on the dump trucks which reads "Got Dirt? Need Dirt? 704-992-JOE9."

I was not allowed to enter the site, so I'm not sure.

Though we had severe storms the day before, there was no standing or running water at the entrance. However, there was a lot of mud and dust. The workers, who wouldn't identify themselves, said the red mud on the roadway was just "dust" and that they sweep it up every evening.

This is a very active site. Trucks were constantly in and out. You can see how they first travel north on Brookshire Blvd, then do a U-turn and head toward Uptown Charlotte.

I was not allowed to enter the property. I was focused on the entryway, not other controls.

There are rocks in place, however they are caked with mud and ineffective. Mud is being trailed into the highway, down the highway, and up the other side of the highway.
9c. Comments: 
I was focused on the entryway, not other controls. One of the men who spoke to me said that they had other water controls on the property, but then the other man said I was not allowed to enter the property.

Neither man would tell me who they were. One said the owner is John Birmingham, though I'm not clear if that's the property owner or the project owner. One man said he was a Certified Mecklenburg Erosion Control Inspector, but he would not tell me who is supervisor is or what his name is.

I left a voice mail message for John Geer, CPESC Erosion Control Administrator, at 704-336-4258, at 3:30 p.m. on June 11, 2010.

UPDATE 6/14/10

Jeff Bock, from the City of Charlotte, called today. He said this site is known as the "Birmingham" site and that Charlotte-Mecklenburg Utilities is using it as a waste site. They are excavating a new water reservoir behind the Franklin Water Treatment plant, on Brookshire Boulevard (NC Hwy 16), and dumping the dirt at this site.

Jeff said to contact him anytime I see that the site is in violation. He said that even if I only see a violation at the entryway, when he goes out he'll inspect the entire site.
