It looks like the DOT or someone has dumped a few loads of red dirt beside the highway at the Riverside.

No protection for river.

10. General Comments: 
Not a construction site; it's only a roadside. It is paved from the dirt to the river, so mud will flow easily the 35 yards to the river. There are only 2 or 3 big piles of dirt sitting there when I was there. As you can see, there is also a pile of gravel with the dirt.
